Master plan for the development of the Border Port Engineer Juan Luis Lizarralde Arrillaga

In 2003, through Government Agreement number 56-2003, of the President of the Republic, usufruct was established for fifty years free of charge in favor of the Superintendency of Tax Administration, over the properties registered in the Second Property Registry, where the facilities of the Ingeniero Juan Luis Lizarralde Arrillaga Border Port were built.

In 2007, the operations of the Ingeniero Juan Luis Lizarralde Arrillaga Border Port were enabled, its vocation being cargo, vehicles of all types and machinery, which means that under the jurisdiction and control of the Tecún Umán II Customs, the greatest number of imports and exports of merchandise by land to and from the United Mexican States and the United States of America, originating from and destined for Guatemala and Central America. However, according to the current demand needs for operations and infrastructure, the installed capacity is no longer sufficient and since this is the main port of entry for cargo by land from Mexico to Central America, a Master Plan has been developed called: DEVELOPMENT OF THE ENGINEER JUAN LUIS LIZARRALDE ARRILLAGA BORDER PORT, with the support of the United States Agency for International Development -USAID-.

In accordance with the nature of the operations within the Border Port, there are two macro processes: 40% correspond to the import, export and transit of cargo vehicles transported in vans or containers by regular importers and exporters, and the remaining 60% corresponds to the entry of light vehicles, cargo, buses and used machinery that is imported or taken in transit to a third Central American country, and what this Master Plan promotes is to separate these two large operating circuits.

At this time, the project is in accordance with the provisions contained in the State Procurement Law, which in its relevant part regulates matters related to certain studies, licenses, permits and other documents for the formation of the file for the public bidding event.
